Schools Under Registration Review (SURR)

The Registration Review Process is the primary method by which the State Board of Regents holds schools accountable for educational performance. Registration Review is intended to help school districts correct situations that impede quality education. Through Registration Review, low-performing schools are identified, and schools and districts are assisted to devise and implement strategies designed to produce measurable improvements in the academic performance of their students.

The Commissioner shall place under registration review those schools that are farthest from State standards and most in need of improvement. 

Immediately following a school’s identification as a SURR, a SED staff person, i.e., SURR Liaison is assigned to the district/school to provide technical assistance and support during the on-site Registration Review and during the development of the school’s Comprehensive Educational Plan (CEP) and the district’s Corrective Action Plan (CAP).  The school is eligible to receive a special grant to assist in the implementation their Plan.  Once the plans are completed, the SURR Liaison regularly visits the school to monitor the implementation of the activities outlined in Plan and to ascertain the level of support being provided to the school by the district, community-based agencies, federal and State funding or special grants.  The school receives support until it meets its targets and is removed from SURR or the school phases-out and closes.  The SURR process has helped a large majority of schools identified to improve performance, and in those instances where improvement has been insufficient, it has resulted in the phase out or closure of schools.  Of the 163 former SURRs, excluding schools in the process of closing, 79 are now schools In Good Standing on all accountability measures.
